Tο ΙΝΜΕΚΟ και η ΠΕΣΚΟ  έχοντας  δημιουργήσει δίκτυο συνεργαζόμενων κοινωνικών επιχειρήσεων στον τομέα της συμβουλευτικής έχει ετοιμάσει συγκεκριμένα  πρότυπα επιχειρηματικά σχέδια, για νέες επιχειρήσεις συμβουλευτικής τα  οποία διαθέτει για τη δημιουργία νέων κοινωνικών επιχειρήσεων και διεύρυνση του δικτύου με νέες υπηρεσίες.

Έτοιμα σχέδια για χρηματοδότηση κοινωνικών επιχειρήσεων προς διάθεση είναι:

Σας προσκαλούμε να συμμετάσχετε στη διαδικτυακή συνάντηση  προκειμένου να ενημερωθείτε για την Ευρωπαϊκή πρωτοβουλία ENERGY COMMUNITIES REPOSITORY και τη παροχή τεχνικής υποστήριξης  σε ενεργειακές κοινότητες (υφιστάμενες ή μη) που προσφέρει.

Η εκδήλωση απευθύνεται σε:

Το Energy Communities Repository (ECR-πλατφόρμα υποστήριξης ενεργειακών κοινοτήτων) είναι μια πρωτοβουλία εκ μέρους της Ευρωπαϊκής Επιτροπής, με σκοπό να βοηθήσει τους τοπικούς φορείς (πολίτες και οργανώσεις της κοινωνίας των πολιτών, τοπικές αρχές και επιχειρήσεις) να αναπτύξουν και να προωθήσουν έργα καθαρής ενέργειας από ενεργειακές κοινότητες σε αστικές περιοχές σε όλη την Ευρώπη. Η πρωτοβουλία συμβάλλει σε μια δίκαιη μετάβαση στην κλιματική ουδετερότητα, που υπαγορεύει στους πολίτες να αναλάβουν την ευθύνη της κατανάλωσης και της παραγωγής ενέργειας.
Το ECR θα παρέχει τεχνική υποστήριξη σε ενεργειακές κοινότητες (υφιστάμενες ή μη) των οποίων οι δραστηριότητες είναι κατά κύριο λόγο σε αστικές περιοχές.  Εκτός από το Energy Communities Repository, η Ευρωπαϊκή Επιτροπή έχει δρομολογήσει και μία δεύτερη πρωτοβουλία για την παροχή ειδικής στήριξης στις ενεργειακές κοινότητες σε αγροτικές περιοχές, το Rural Energy Communities Advisory Hub.
Οποιαδήποτε πρωτοβουλία/έργο  κοινοτικής ενέργειας μπορεί να επωφεληθεί από την υποστήριξη του  Energy Communities Repository μέσω:
 Άμεσης τεχνικής βοήθειας σε τουλάχιστον 25 ενεργειακές κοινότητες, όπου εμπειρογνώμονες θα μπορούν να παρέχουν υποστήριξη στην κοινότητα.
 Εκδηλώσεων σε εθνικό επίπεδο για τη βελτίωση των ικανοτήτων των ενδιαφερομένων.
Οι εκδηλώσεις θα γίνουν στην Βουλγαρία, Ελλάδα, Τσεχία, Κροατία (Σερβία, Μαυροβούνιο, Αλβανία, Βοσνία- Ερζεγοβίνη), Ουγγαρία, Ιταλία, Λετονία Εσθονία, Πολωνία, Πορτογαλία, Ρουμανία,  Σλοβενία και Σλοβακία, στην εκάστοτε γλώσσα, στοχεύοντας στην ενδυνάμωση των δεξιοτήτων τουλάχιστον 80 κοινοτήτων.
Ανταλλαγής εμπειριών (twinnings & peer-to-peer) σε συγκεκριμένα θέματα που αντιμετωπίζουν οι ενεργειακές κοινότητες.
Διεξαγωγής webinars σε ευρωπαϊκό επίπεδο.
Ο δεύτερος κύκλος υποβολής αιτήσεων κλείνει στις 21 Οκτωβρίου, ενώ ο τρίτος στις 31 Δεκεμβρίου 2022!

ΥΠΕΝ: Επιδότηση 60% για φωτοβολταϊκά στις στέγες

 Tο ποσοστό ενίσχυσης θα αφορά ΑΠΕ σε συνδυασμό με αποθήκευση (μπαταρίες) για μονάδες ισχύος έως 10 κιλοβάτ ενώ ο Οδηγός του προγράμματος αναμένεται να τεθεί σε διαβούλευση τις επόμενες δύο εβδομάδες.

 Παράλληλα, ετοιμάζονται άλλα δύο προγράμματα για την ενίσχυση εγκατάστασης φωτοβολταϊκών: είναι το πρόγραμμα προϋπολογισμού 160 εκατ. Ευρώ για την εγκατάσταση μονάδων αυτοπαραγωγής σε επιχειρήσεις και το πρόγραμμα για την ενίσχυση ενεργειακών κοινοτήτων των Δήμων, προϋπολογισμού 100 εκατ. ευρώ που θα αποσκοπεί στην στήριξη των ευάλωτων καταναλωτών. 

 Η κα Σδούκου περιέγραψε συνολικά τις προτεραιότητες της κυβέρνησης για το επόμενο 8μηνο που περιλαμβάνουν: 

 -Την κατάρτιση του νέου ενεργειακού σχεδιασμού που θα περιλαμβάνει πιο φιλόδοξους στόχους για το 2030 οπότε το μερίδιο των ΑΠΕ θα πρέπει να φθάσει στο 80 % στην ηλεκτροπαραγωγή, 50 % στην ψύξη-θέρμανση και 30 % στις μεταφορές. 

 -Η ενσωμάτωση των Οδηγιών για τους καταναλωτές (το σχετικό νομοσχέδιο βρίσκεται στη Βουλή) και τις ΑΠΕ. 

 -Η ολοκλήρωση του Πληροφοριακού Συστήματος για τις ΑΠΕ που θα ψηφιοποιήσει τη διαδικασία αδειοδότησης. 

 -Η προκήρυξη ενός ακόμη διαγωνισμού για ΑΠΕ ως το τέλος του χρόνου. 

 -Το ξεκαθάρισμα των έργων που έχουν οριστικές προσφορές σύνδεσης ώστε είτε να προχωρήσουν είτε να απελευθερώσουν τον ηλεκτρικό χώρο που καταλαμβάνουν. 

 -Η προώθηση της αποθήκευσης ενέργειας με στόχο τη διασφάλιση ισχύος 1,6 γιγαβάτ ως το τέλος του 2025. 

 -Η εκκίνηση των διαγωνισμών για εγκατάσταση υβριδικών συστημάτων ΑΠΕ στα μη διασυνδεδεμένα νησιά, το 2023. 

 -Η προώθηση των υπεράκτιων αιολικών με στόχο το πρώτο να εγκαινιαστεί ως το 2030.   Σημειώνεται ότι χθες, με αφορμή τις δηλώσεις του πρωθυπουργού για επιδότηση των φωτοβολταϊκών στις στέγες και τις σχετικές προετοιμασίες του υπουργείου Περιβάλλοντος και Ενέργειας,  Σημειώνεται ότι χθες, με αφορμή τις δηλώσεις του πρωθυπουργού για επιδότηση των φωτοβολταϊκών στις στέγες και τις σχετικές προετοιμασίες του υπουργείου Περιβάλλοντος και Ενέργειας,  η Greenpeace εξέδωσε ανακοίνωση, η οποία καταγράφει και αναλύει τα προβλήματα της αυτοπαραγωγής ενέργειας και καταλήγει σε συγκεκριμένες προτάσεις στήριξης. 

Νέο Ξεκίνημα για την Αττική, με μοχλό ανάπτυξης το ΕΣΠΑ 2021-2027

 «Αλλάζουμε την Αττική και είμαστε έτοιμοι να αξιοποιήσουμε πόρους 1,6 δις ευρώ από το νέο ΕΣΠΑ 2021-2027, για να πετύχουμε το μεγάλο στόχο για βιώσιμη και δίκαιη ανάπτυξη στην Αττική. Δεν χάνουμε χρόνο και δεν θα αφήσουμε να πάει χαμένο, ούτε ένα ευρώ».

Υπό την προεδρία του Περιφερειάρχη Αττικής Γ. Πατούλη πραγματοποιείται αύριο Τρίτη 18 Οκτωβρίου η συνεδρίαση της 1ης Επιτροπής Παρακολούθησης του Περιφερειακού Προγράμματος «ΑΤΤΙΚΗ» 2021-2027.

Η εκδήλωση, η οποία θα γίνει στο ξενοδοχείο Divani Caravel (Λεωφ. Βασιλέως Αλεξάνδρου 2), αίθουσα Olympia, έχει ώρα έναρξης στις 9:00 π.μ. και θα ολοκληρωθεί στη  01:00 μ.μ..   

Στη συνέχεια, θα ακολουθήσει η συνεδρίαση της 6ης Επιτροπής Παρακολούθησης του ΠΕΠ «ΑΤΤΙΚΗ» 2014-2020, στον ίδιο χώρο, από τις 14:00 έως τις 17:00.

Νέο Ξεκίνημα για την Αττική, με μοχλό ανάπτυξης το ΕΣΠΑ 2021-2027.

Με αφορμή την πρώτη συνεδρίαση των Επιτροπών Παρακολούθησης, ο Περιφερειάρχης Αττικής Γ. Πατούλης δήλωσε:

«Με αιχμή του δόρατος το ΕΣΠΑ, κάθε μέρα που περνά, αλλάζουμε την Αττική. Το ΠΕΠ Αττικής 2014-2020 παρουσιάζει σήμερα μια από τις καλύτερες επιδόσεις μεταξύ όλων των επιχειρησιακών προγραμμάτων της Ευρώπης.

Στο Λεκανοπέδιο βρίσκεται σε εξέλιξη ένα εκτεταμένο πρόγραμμα κατασκευής νέων έργων υποδομής και υλοποίησης μιας σειράς παρεμβάσεων με έντονο κοινωνικό πρόσημο, που απλώνονται σε όλους τους Δήμους του Λεκανοπεδίου. Εκτελούνται περίπου 2.000 έργα προϋπολογισμού 2 δις ευρώ, τα οποία χρηματοδοτούνται κυρίως από το ΕΣΠΑ.

Όμως δεν σταματάμε εδώ. Με σοβαρό σχεδιασμό, συνεργασίες και επίμονη διεκδίκηση, εξασφαλίσαμε μέσω του νέου ΕΣΠΑ 2021-2027 αύξηση πόρων κατά 54%, κάτι που μεταφράζεται σε 1.6 δις ευρώ διαθέσιμα, για σημαντικά έργα και παρεμβάσεις σε όλη την Αττική.

Το νέο ΕΣΠΑ για την περίοδο 2021-2027 χαρακτηρίζεται από πληθώρα καινοτόμων δράσεων στήριξης των επιχειρήσεων, της κοινωνίας και των πολιτών που μπορούν να οδηγήσουν την Αττική μας σε μια βιώσιμη, έξυπνη και δίκαιη ανάπτυξη.

Επιδότηση 100% για ίδρυση επιχειρήσεων από ανέργους  - ΔΥΠΑ (πρώην ΟΑΕΔ)

 

Νέο «Πρόγραμμα επιχορήγησης επιχειρηματικών πρωτοβουλιών απασχόλησης νέων ελεύθερων επαγγελματιών ηλικίας 18 έως 29 ετών με έμφαση στις γυναίκες». Ο στόχος της δράσης, διάρκειας 12 μηνών, είναι η προώθηση στην αυτοαπασχόληση 1.000 νέων ανέργων μέσω της δημιουργίας βιώσιμων επιχειρήσεων, με έμφαση στις γυναίκες, καθώς 60% των δικαιούχων θα είναι άνεργες γυναίκες. Το ποσό ενίσχυσης των νέων επιχειρήσεων ανέρχεται σε 14.800 € και καταβάλλεται σε τρεις δόσεις ως εξής: · 1η δόση 4.000 ευρώ, μετά την έναρξη δραστηριότητας στη ΔΟΥ · 2η δόση 5.400 ευρώ, μετά τη λήξη του α’ εξάμηνου από την έναρξη της επιχείρησης · 3η δόση 5.400 ευρώ, μετά τη λήξη του β’ εξάμηνου από την έναρξη της επιχείρησης Δικαιούχοι της δράσης είναι οι εγγεγραμμένοι άνεργοι στο μητρώο του ΟΑΕΔ, που βρίσκονται εκτός εκπαίδευσης, απασχόλησης ή κατάρτισης, οι οποίοι υποβάλλουν αίτηση χρηματοδότησης, στην οποία περιλαμβάνεται πρόταση επιχειρηματικού σχεδίου.      Η κοινωνική επιχειρηματικότητα αναπτύχθηκε σε ένα σημαντικό βαθμό στην Ευρώπη , χωρίς κάποιον γενικό πολιτικό οικονομικό σχεδιασμό, αλλά με πρωτοβουλίες κοινωνικής βάσης φτάνοντας  περίπου στο 10% του συνόλου της οικονομικής δραστηριότητας.  Αναπτύχθηκε χωρίς να είναι στις προγραμματικές θέσεις κάποιου κόμματος, χωρίς συστηματική οργάνωση για την ενότητα  ενός κινήματος. Αλλά από μεμονομένες και διάσπαρτες πρωτοβουλίες συλλογικοτήτων της  και των συνδικάτων.

    Γεννήθηκε δηλαδή αυθόρμητα ως επιχειρηματικό υποκείμενο, μέσα από δύο βασικά ρεύματα¨: τους θεσμούς αλληλεγγύης-  και οργανώσεις της κοινωνίας πολιτών,  καθώς και ιδρύματα. Δεν προέκυψε ως συνειδητή επιλογή κάποιου πολιτικού κινήματος ή προγράμματος.

    Το γεγονός αυτό που δεν έχει προκαλέσει κάποια ταξική πολιτική αντιπαλότητα, θα μπορούσε να κάνει αποδεκτή την κοινωνική επιχειρηματικότητα ώστε να προωθείται παράλληλα, από όλο το φάσμα του δημοκρατικού τόξου των  κομμάτων. 

    Στην πραγματικότητα όμως ο πολιτικός κόσμος κυριαρχείται από την αντίληψη είτε του κρατισμού, είτε  του ιδιωτικού τομέα της   επιχειρηματικότητας  και βλέπει την κοινωνική επιχειρηματικότητα μάλλον  ως πάρεργο της φιλανθρωπίας. 

    Ωστόσο, η συνειδητοποίηση της ανάγκης   της κοινωνικοποίησης της επιχειρηματικότητας, από ένα βαθμό και μετά, άπτεται  του βιοπορισμού και της καταπολέμησης της ανεργίας και της φτώχειας. Ως η μόνη ίσως διέξοδος από την ενεργειακή,  επισιτιστική κρίση και την κρίση στα συστήματα υγείας.

    Για παράδειγμα το «αυθόρμητο» πράττειν στην προκειμένη περίπτωση εκφράζεται όταν μία μεμονωμένη ομάδα αποφασίζει να ιδρύσει μία συλλογική επιχείρηση. Το συνειδητό πράττειν εκφράζεται όταν οι μεμονωμένες κοινωνικές επιχειρήσεις έχουν συστήσει  θεσμούς έχουν συστήσει ενώσεις,  Επιμελητήρια, που υποστηρίζουν την κοινωνική επιχειρηματικότητα στην διακυβέρνηση.

    Η συνειδητοποίηση σημαίνει ότι, η κοινωνική επιχειρηματικότητα δημιουργεί  τον απαραίτητο θεσμικό χώρο αντιπροσώπευσης, συγκροτημένο θεσμικό λόγο και διαδικασίες  και προγράμματα  κοινωνικής επιμόρφωσης. Μια μελέτη όλων των υφιστάμενων ενώσεων σε Ευρωπαϊκή κλίμακα είναι απαραίτητη ώστε να υπάρχει και συντονισμός και πολιτική στον τρίτο τομέα της οικονομίας

    Υπό αυτή την έννοια το παρόν εγχειρίδιο η “προσφορά και ζήτηση εργασίας στην κοινωνική οικονομία”  εντάσσεται στο   επιμορφωτικό υλικό Κοινωνικοποίησης της επιχειρηματικότητας.

    Ο ρόλος των ενώσεων και συλλογικοτήτων στη κοινωνική   επιχειρηματικότητα

    • Το υποκείμενο της κοινωνικής επιχειρηματικότητας διαφέρει στη σύστασή του από τη συμβατική επιχειρηματικότητα ακριβώς επειδή έχει συλλογικό χαρακτήρα.
    • Οι οργανώσεις της Κοινωνίας Πολιτών, οικολογικές, πολιτιστικές, καταναλωτικές και ανθρωπιστικές είναι η κυρίως βάση από την οποία ξεκινούν οι κοινωνικές επιχειρήσεις.
    • Μέσα από αυτές γίνεται η  κινητοποίηση των πολιτών και συγκροτούν  το ΚΟΙΝΩΝΙΚΟ ΚΕΦΑΛΑΙΟ εμπιστοσύνης, που είναι το βασικό συστατικό και προαπαιτούμενο ώστε να δημιουργηθούν αστικοί Συνεταιρισμοί και κοινωνικές επιχειρήσεις.
    •  Μ΄αυτό τον τρόπο η πρωτοβουλία για επενδύσεις δεν ανήκουν αποκλειστικά στους ιδιώτες ή το κράτος, αλλά και στους ίδιους τους συνασπισμένους καταναλωτές.
    • Μπορεί ο «επιχειρηματίας να είναι ένας κοινωνικός Συνεταιρισμός, μια οικολογική Οργάνωση ή ένα φορέας διαχείρισης ενός οικοσυστήματος μικτής ιδιοκτησίας της Τοπικής Αυτοδιοίκησης και ενός συνεταιρισμού.
    • Η κοινωνική οργανωτική καινοτομία μπορεί να είναι δημιουργία επιχειρήσεων από κοινότητες  και  οργανωμένους καταναλωτές, από τις συλλογικότητες που χρειάζονται κοινωνικές υπηρεσίες, όπως και υπηρεσίες υγείας, εκπαίδευσης, επικοινωνίας και προστασίας του περιβάλλοντος και άντλησης δωρεάν με πηγή ενέργειας  τον Ήλιο μέσα και με την επιχειρηματικότητα των  ενεργειακών κοινοτήτων.
    •  Η τοπική κοινότητα  παρέχει ένα οικονομικό και πολιτικό πλαίσιο όπου οι άνθρωποι, οι κοινοτικές συλλογικότητες και οι επιχειρήσεις μπορούν να επαναπροσδιορίσουν και να ελέγξουν την τοπική τους οικονομία.

    ΤΟΠΙΚΑ ΚΑΙ ΠΕΡΙΦΕΡΕΙΑΚΑ ΔΙΚΤΥΑ

    • Τα κοινωνικά δίκτυα και ο εθελοντισμός είναι βασικός συντελεστής συγκρότησης του κοινωνικού κεφαλαίου.
    • Ο εθελοντισμός είναι η κοινωνική ενεργοποίηση προς κοινωφελείς σκοπούς.
    • Το κοινωνικό κεφάλαιο είναι ο ορισμός που περιλαμβάνει όλες τις συλλογικές αξίες και δίκτυα που διευκολύνουν την οργάνωση και ομαδική δράση .
    • Ξεκινά από  τον πατριωτικό φιλανθρωπικό, που εκφράζεται με το  τοπικό εθελοντισμό, με τις μη χρηματικές ανταλλαγές που κυριαρχούσε στις παλαιότερες γενιές, περνώντας σε ένα πολυδιάστατο-οικουμενικό, ανθρωπιστικό και οικολογικό εθελοντισμό με αυτονομία συλλογικής δράσης.
    • Τα  κοινωνικά Δίκτυα και η  οριζόντια συνεργασία θεωρούνται ο τέταρτος συντελεστής κεφαλαίου παράλληλα με το ανθρώπινο-φυσικό και οικονομικό κεφάλαιο.

    Σε αυτά τα δίκτυα στηρίζεται η συγκρότηση της συμμετοχικής κοινωνικής  επιχειρηματικότητας.

    Τι προσφέρουν τα δίκτυα με κοινωνική αποστολή 

    • Λειτουργούν ως προπομπός της κοινωνικής και αλληλέγγυας  επιχειρηματικότητας.
    • Λειτουργούν ως ταμιευτήρες κοινωνικού κεφαλαίου .
    •  Λειτουργούν υπέρ της κοινωνικοποίησης της γνώσης και της τεχνογνωσίας αναδεικνύοντας τους ανενεργούς υλικούς και ανθρώπινους πόρους.
    • κατευθύνουν τις επενδύσεις προς της περιφέρειας και στους κοινωνικά αναγκαίους Συγκροτούν Κοινωνικό Κεφάλαιο σε τοπικό και εθνικό επίπεδο.
    • Μειώνουν το κόστος συναλλαγών. 
    • Τα οριζόντια δίκτυα λειτουργούν υπέρ της κοινωνικοποίησης της γνώσης και της τεχνογνωσίας.
    • Συμβάλλουν στον εκδημοκρατισμό της πληροφορίας και της ενέργειας.

    Κινητοποίηση των υλικών και ανθρώπινων πόρων

    Ο συντονισμός του υποκειμένου της κοινωνικής επιχειρηματικότητας σε περιφερειακή και Ευρωπαϊκή κλίμακα,  είναι αναγκαίος όρος για την κινητοποίηση τον ανενεργών υλικών και ανθρώπινων πόρων για την συμπληρωματική παραγωγή αγαθών και υπηρεσιών. 

    Ο συντονισμός υπερβαίνει την αυθόρμητη τάση μιας μικρής κοινότητας και απαιτεί μία Makro επικοινωνία, οργάνωση  και συνειδητότητα για το ρόλο της κοινωνικής επιχειρηματικότητας στην οικονομία. Απαιτεί συνειδητότητα για το  υφιστάμενο κοινόκτητο χώρο, τα δημόσια αγαθά, και τις κοινωφελείς υπηρεσίες που δεν μπορούν να παρασχεθούν από τον ιδιωτικό τομέα. Απαιτεί συνειδητότητα για την ενότητα της κατακερματισμένης κοινωνίας πολιτών και κοινωνικών επιχειρήσεων ώστε να δημιουργηθούν θεσμοί στήριξης του τρίτου τομέα της οικονομίας.

    Απαιτεί συνειδητότητα για το μετασχηματισμό των οργανώσεων της κοινωνίας πολιτών, μεταμορφώνοντας τα κινήματα διαμαρτυρίας στην οικολογία, στους καταναλωτές και ανθρωπιστικές οργανώσεις σε θεσμούς ανάπτυξης Κοινωνικής οικονομίας.

    Γι΄αυτό τον μετασχηματισμό απαιτείται ειδικός προγραμματισμός σε επίπεδο τοπικής αυτοδιοίκησης και διακυβέρνησης, με συγκεκριμένο προϋπολογισμό ώστε, να υπάρχει οργανωμένη παρέμβαση και επενδύσεις σε μία σειρά από κοινόκτητους πόρους που παραμένουν ανενεργοί.  Όπως άγονες περιοχές και εκτάσεις  που μπορούν μέσα από το συνεργατισμό με την τοπική αυτοδιοίκηση να αξιοποιηθούν για  ανανεώσιμες πηγές ενέργειας με το οργανωτικό σχήμα των ενεργειακών κοινοτήτων.

    Με τη Φύλαξη και αξιοποίηση των προϊόντων του δάσους από δασικούς συνεταιρισμούς. Με την κοινοτική αξιοποίηση των υδάτινων πόρων, σε τοπικό σε τοπική κλίμακα,  με ταμιευτήρες νερού, για την ενέργεια  και τον αγροδιατροφικό τομέα.

    Με την αξιοποίηση σχολάζουσες δημόσιες και δημοτικές γαίες, για την προώθηση της κοινωνικά υποστηριζόμενης Γεωργίας,  αλλά και για τη δημιουργία οικιστικών συνεταιρισμών. Για την λειτουργία θεματικών περιβαλλοντικών και πολιτιστικών πάρκων.

    Προσφορά ανενεργών  κτιρίων  και δημόσιων Υποδομών, για τη λειτουργία συμπληρωματικών υπηρεσιών στο σύστημα υγείας και κοινωνικής φροντίδας. (κοινωνικά ιατρεία, Ιδρύματα και οικοτροφεία για άτομα με ειδικές ανάγκες και υπερήλικες).  

    Δημιουργία μόνιμων δομών στήριξης και συμβουλευτικής στις κοινωνικές επιχειρήσεις από τις περιφερειακές τους ενώσεις.

    Δημιουργία σε Εθνική και Περιφερειακή κλίμακα  ηλεκτρονικής πλατφόρμες επικοινωνίας και συμβουλευτικής για την κοινωνική οικονομία,  αυτοδιαχειριζόμενη από τις περιφερειακές ενώσεις των κοινωνικών επιχειρήσεων.  Σε αυτή την ιστορική καμπή, κατά την οποία το συγκεντρωτικό επιχειρηματικό μοντέλο της ιδιωτικής επιχειρηματικότητας παρουσιάζει κενά στην πλήρη απασχόληση του εργατικού δυναμικού, είναι αναγκαίο να αναδειχθεί η τοπική κοινωνική επιχειρηματικότητα ως εναλλακτική καθώς, η εργασία είναι η  μοναδική σταθερή αξία  που εξασφαλίζει τα αγαθά βιοπορισμού σε όλους.

    Low energy costs and local energy self-sufficiency

    The energy sector is the most critical in the economy and can lead to the energy war that Europe is currently experiencing, but also the most promising as the prospect of renewable energy sources can liberate us energetically, from the scarcity of fossil fuels, with energy source the abundance of the sun.

    The centralized nature of fossil fuels that defined the first and second industrial revolutions is the main cause of the rapid growth in the last two centuries, but also the cause of the global inequality between wealth and poverty. It is clear that energy poverty, in large regions of globalization, also leads to an increase in unemployment, which is not only addressed by vocational training seminars.

    On the other hand, the new technologies in energy and the distributed character of renewable energy sources, as a technological possibility, of decentralized production, by local businesses and consumers is coming to change the paradigmatic model and from centralized to make it horizontally participatory. This process in the end means a huge reduction in energy costs for businesses and households, as they generate their own energy for themselves. But according to experts, it will take at least 30 years for the energy transition to reach production from renewable energy sources above 50%, as it is currently between 20% and 30% in Europe.

     But the transition is not only in the hands of the financial elites, the big companies of energy producers and traders, but also in the hands of the decentralized societies that can take initiatives of local energy production, from the open sources of access and accelerate the transition processes. The institutional tool in this process is the social cooperatives, (energy communities).

     It is about the democratization of energy and at the same time the involvement and employment of larger sections of the population in the entire production process. Securing more jobs.

    New job positions

    According to a report by the IMF, energy efficiency from a transition to renewable energy sources is projected to increase by about 2% of global GDP and create 30 million new jobs due to the greater labor intensity of renewables than fossil fuels. A fact that is also recognized by other international organizations.

    There is a theoretical and practical foundation that the decentralized model of production process that yields more jobs than the centralized model of production. At the expense of global competitiveness while decentralization and local self-sufficiency lends itself to work intensity. This is not in the interest of large profit-making companies that want to keep labor costs down, but in the interests of the wider social strata that seek first and foremost a livelihood income. It also benefits society and the economy as a whole as there are no unemployed members and they are able to consume and in this way contribute to the general well-being.

     Decentralized energy production does not mean that one is against robotics and artificial intelligence that save jobs for centralized industrial production, among other things, reducing costs for consumers. It means that it is also desirable to have self-production capabilities in the critical areas of livelihood which are energy, nutrition and health services, to balance the economic system and democratize the distribution of resources.

    The self-production of energy is somewhat similar to the process like in the feudal era when everyone, usually a peasant, took care of cutting and transporting from the forest alone the firewood to his house for the energy he needed. At that time, of course, the population of the earth did not exceed one billion. Today with the population that the Earth has, if we were to go back to the feudal era, everything would freeze. However, new technologies also in the field of energy allow us to receive unlimited energy from the sun and distribute it equally for all. The transformation of this energy into electricity and liquid fuels such as hydrogen also creates the additional jobs that are necessary.

    What is preventing the acceleration of the energy transition?

    Cheap natural gas, the low cost of its production due to the minimal labor costs needed to produce it, and the super profits of the big companies monopolizing its distribution, was the incentive for these companies to invest in natural gas and fossil fuels and the disincentive and not to invest more in renewables. But now that their price has increased tenfold with the energy war and the short-sighted and one-sided investment in fossil fuels, whose only rationale was unbridled speculation, has been revealed, the facts have changed.

    It was revealed that the government energy subsidies, which are huge, were not directed sufficiently towards renewables and the distributed energy of small producers and Cooperatives, resulting in the delay of the transition.

    Where there are exceptions there are also miraculous results through energy cooperatives. Thousands of electricity and green energy cooperatives are springing up in communities around the world, laying the foundation for a community benefit and sharing of electricity through regional and local distribution networks.

    Electricity consumers instead of investing in the stock market with completely uncertain results, invest in energy cooperatives ensuring a very low cost of the energy they consume.

     In Germany, Green Energy cooperatives are growing rapidly and contribute to renewable energy sources approaching 30%. Apparently Germany today could have overcome the energy crisis if the supply from renewable sources was closer to 50%. Denmark is at the forefront of renewable energy and co-production and is much less affected by the energy crisis.

    The United States, which has a strong tradition of rural electric cooperatives, has set a goal of producing 25% of its members' electricity from renewable sources by 2025.

     Is this enough to avoid the energy crisis? Obviously not as fossil fuel and electricity prices are skyrocketing there as well even though America is considered fossil fuel self sufficient.

    Soft forms of energy from the sun and wind are not yet developed to such an extent that they could replace the energy deficit. Experts say it will take at least another decade of transition from fossil fuels to green energy to tackle the problem.

    Therefore, the global energy crisis teaches us practically that it is necessary to accelerate the processes of the energy transition from fossil fuels to renewable energy sources through the mobilization of businesses and consumers for energy cooperatives to fight energy poverty.

    The energy communities - energy cooperatives

    Energy communities are exclusive purpose local urban cooperatives through which primarily citizens (either as natural or legal persons) can be active in the energy sector, exploiting clean energy sources. The new institutional framework ensures favorable conditions for the establishment and operation of energy communities, with the aim of strengthening not only individual / family incomes, but also local entrepreneurship, the solidarity economy and the promotion of energy democracy.

    The social economy as a system is a necessary condition in order to realize this goal with citizen synergies to ensure a sustainable energy system for all social groups inclusively and to tackle energy poverty.

    Municipalities, their legal entities and citizens can participate in these Cooperatives jointly or separately.

    The installation of photovoltaics can be done on roofs as well as photovoltaic parks.

    From information we gathered for Greece, the investment for each household varies between 2,000 and 3,000 E. and the return benefit is around 15% per year. So capital payback in less than 5 years.

    Traditionally, we know that cooperatives have been a way of survival for small and medium-sized enterprises, pooling cash to buy raw materials and products at discounts, reducing their operating costs and maintaining common departments with economies of scale. In their development, however, many of them became normal joint-stock profit-making companies and were cut off from their original purpose. Of course, any form of entrepreneurship is acceptable and can contribute to the sustainable well-being of society, but it does not have the same social impact or the same social benefit to be sponsored by the state and the community.

    First, the gradual shrinking and withdrawal of the welfare state which increases the needs of social solidarity.

    Most of these farms use ecological practices and organic farming methods. As Community Supported Agriculture is a cooperative venture, based on the sharing of risk between consumers and farmers, consumers benefit when the harvest is good and suffer the consequences of a bad harvest. If the crop is damaged by bad weather or some other accident, consumers absorb the losses by reducing the food items they deliver on a weekly basis. The issue that concerns us is the phenomenon of the social economy with universal effect, in dealing with unemployment, poverty and social exclusion. This is because although the list of good examples is long, this does not mean that the social economy is on the agenda of the majority of local government bodies. local government. This is also the reason why a roadmap for the development of synergies and capabilities of local self-government with social enterprises is necessary.

     The European Framework of involvement of local government social economy.

In any case, the implementation of the Social Economy in practice is not only a question of the central Government, but mainly a question of the Local Self-Government, due to proximity to the social base, but also due to the need to supplement the services provided to the Local Society. Municipalities at the present time can start their creative experience in the social economy from the energy sector.

    From direct self-production and self-consumption to reduce the cost of energy in each municipality, at the same time setting an example for households to create energy communities in turn. With this experience of reducing the cost of essential services as a guide, they can be transferred to other areas of the social economy, such as strengthening local food self-sufficiency and health and social care services.

    Inactive human and material resources in local communities

     One of the main causes of the impoverishment of the population and unemployment, as well as the inadequacy of health and social care services, are the inactive human and material resources that are not exploited locally by the private and public sectors. On the other hand, increasing unemployment due to technological developments is a cause of economic and social exclusion, creating a situation that cannot be dealt with over time by the welfare state alone.

    The increasing supply of products does not cause the corresponding demand from consumers as wages and incomes are limited.

    Thus, the inactivity of resources at the level of covering basic needs of food, shelter and social care is one of the main causes of the problem of stagnation of economic activity. The state and the market cannot cover all the needs of society. The complementarity of the social economy, through the rational approach of exploiting inactive resources by social enterprises, can certainly fill the gap and would benefit both the public and private sectors, given the expansion of employment and consumption . Precisely because complementarity will further have positive effects on the level of mass consumption and also on the expansion of the tax base. Thus claiming the reduced cost of transactions arises the need for the development of the social economy.

    Many admit that the policy of benefits to people who have the ability to work is not the right social solution. The generally accepted right policy is interventionism to create new jobs. Therefore, the desired goal should always be, in relation to the appropriate incentives, the strengthening of entrepreneurship that expands employment. And this is what social enterprises can achieve based on reduced transaction costs.

    Subsidies from the European Social Fund can be given to cover a part of the labor costs of employees, in social enterprises as leverage for the mobilization of inactive human resources.

    This should be the request and the request to every government from the side of the Local Government, but also from the organizations of the Civil Society with the aim of strengthening the social enterprises.

The ultimate goal is to boost the social income and the so-called "social wage" of citizens with benefits in services as a counterbalance in an era of declining demand for wage labor and precision, in basic livelihood goods.
